The Conference of European Schools took place in Strasbourg on 18th and 19th September.
I attended behalf of AGSEP for the local European School in Parma.
The two days consisted of intense and constructive exchanges of information and workshops. These presented us with new ideas and have given rise to new projects for improvement.
The European delegation formed by members of EU Parliament, representatives of the Consultative Committee of the European Parliament, representatives of the European agencies, by Managerial Staff,and the Presidents of the Associations of Parents of European Schools, were all received on Thursday 18th in the evening at the beautiful Town Hall Palace of Strasbourg. We were greeted by Madame Nicole Dreyer, Deputy Mayor and Councillor for the Family, Childhood, Youth Policies and Education.
This meeting gave conference participants and the public administration in Strasbourg the opportunity to discuss different issues and aspects on the subject of youth, education and the right to study.
It was at this time it was learnt that the European School in Strasbourg has a new building under construction, there were consequences and precariousness of this as the students were sharing the building with another French secondary school.
Being that the situation is similar to that of our School in Parma, but with what appeared less problems I decided it would be an excellent opportunity to discuss the issue further with Madame Dreyer. She was extremely kind and was very concerned in regard to our situation.
We were able to discuss the issue of why the building site of the new European school in Parma has been blocked for the same period of time that is required for a the delivery of the new building itself.
We discussed the fact that the new school building in Parma, despite being nearly completed, is still not ready for students. The students have to attend their classes on the steps of old buildings shared with other schools or they have to share the classroom with other classes both having lessons on different subjects at the same time.
It was important for Parma to be present in Strasbourg in order for those in the European School group and at the European Parliament to realise the difficulties we are experiencing. It is also comforting to know what is happening within the member countries, so that we can also gain the support from outside of Italy and our problems are heard effectively.
The situation of the European School of Parma has finally been made known at all levels and in every detail In Strasbourg. Now through a well informed network we can operate effectively in the interests of the protection of the European Students of Parma who are entitled to have a ‘good roof’ over their heads along with a good standard of education and extracurricular activities.
We will ensure that we will find the right solution soon.
Il 18 e il 19 settembre a Strasburgo ha avuto luogo la conferenza delle Scuole Europee Associate.
Parma era la’ in rappresentanza della Scuola Europea locale.
Due giorni di scambi intensi e costruttivi, tavoli di lavoro che hanno portato nuove idee e dato luogo a nuovi progetti al fine di un costante miglioramento e perfezionamento didattico comune.
La delegazione europea, formata da membri del Parlamento europeo, rappresentanti del Comitato Consultivo del Parlamento europeo, dai rappresentanti delle Agenzie Europee, dagli Staff Direttivi e dai Presidenti delle Associazioni dei genitori delle Scuole Europee e’ stata ricevuta nella serata di giovedi 18 nella splendida cornice del Palazzo comunale della Citta’ di Strasburgo ed accolti da Madame Nicole Dreyer, Vicesindaco ed Assessore alle Politiche della Famiglia, Infanzia, Politiche giovanili ed Istruzione.
La conviviale ha permesso un confronto diretto tra partecipanti alla conferenza e l’amministrazione pubblica di Strasburgo in tema di giovani, istruzione e diritto allo studio. In quel frangente è stata illustrata la situazione logistica della Scuola Europea di Strasburgo con un nuovo edificio in costruzione, data la situazione di precarieta’ attuale in cui gli studenti sono costretti a condividere l ‘edificio con un’altra scuola secondaria francese con tutte le difficolta’ del caso specifico. Una situazione migliore ma molto simile a quella di Parma. Per questo motivo ho ritenuto di colloquiare a lungo con Madame Dreyer che, gentilissima, si è mostrata profondamente interessata alla nostra situazione.
Questo ha dato l’opportunità di discutere come sia possibile che a Parma il cantiere della nuova scuola europea rimanga bloccato per un lasso di tempo identico a quello necessario per realizzare un progetto di quelle dimensioni. A Parma si permette che un edifico scolastico quasi terminato non venga concluso, lasciando che gli studenti assistano alle loro lezioni sulle scalinate di vecchi edifici condivisi con altre scuole o addirittura condividano l’aula con studenti di altre classi che nel frattempo assistono a lezioni relative a materie diverse.
E’ stato importante che Parma fosse presente a Strasburgo per rendere nota la situazione di disagio al di fuori del territorio locale, in Europa e per di piu’ nella citta’ sede del Parlamento Europeo. E’ bene che si sappia in Europa cio’ che accade all’interno dei paesi membri, affinche’ il supporto da fuori si faccia efficacemente e tempestivamente sentire.
A Strasburgo è finalmente stata resa nota la situazione della Scuola Europea di Parma a tutti i livelli e nei minimi dettagli, affinche’ attraverso un network informato si possa agire in modo efficace nell’interesse della tutela degli studenti europei di Parma, minorenni ed aventi diritto ad un tetto durante lo svolgimento delle attivita’ didattiche ed extracurricolari.
Ci si attivera’ per trovare insieme una soluzione rapida, concreta e giusta.
